FTTH OSP Procedures and Guidelines: Fiber To The Home (FTTH)is a new technique to provide high speed communications services such as voice, video calls, IP TV and internet. To provide such services, we have to utilize and develop the existing infrastructure to obtain the fiber connectivity at the customers’ side.
As known, every single job should be issued through an official assignment which is called work order (WO). This WO has a life cycle which proceeds as follows:

In standard case, the FTTH job should be implemented through 4 different WOs at most. Each WO has the above illustrated life cycle. These WOs are represented into 4 jobs or stages which are: Feeder Civil, Feeder Fiber, Distribution Civil & Distribution Fiber. Accordingly, these are represented by the following scenarios:

Complete FTTH Architecture (Standard FTTH Scenario)

Feeder Civil work for the FTTH: This is the route from the exchange to the FDT. Connects the civil path along the line between the exchange and the FDT or several FDTs. This includes:

Trenching/Breaking the civil path from the exchange to the FDTs.
Installation of manholes (MH).
Pulling the feeder pipes.
Asphalting.
Milling & paving.

Fiber work for the FTTH
Provide the fiber connectivity from OLT inside the exchange to the FDT by pulling cables, splicing, termination into FDT and patching inside the exchange. This includes:

Pulling feeder cables from exchange to FDTs
Terminate feeder cables into FDTs’ splitters
Preparation & installation of joint closures inside MHs, HHs
Splice feeder cables into joint closures inside MHs, HHs.
Splice feeder cable into OLT’s ODF inside the exchange.
Patch between the OLT’s ODF & the OLT’s splitters
Labeling & tagging for all cables and fibers everywhere.
Testing of the feeder cable at the splitters of each FDT fed by the feeder job.

Distribution for the FTTH
This is the route from the FDT to the customers’ TBs/ODB/OSB. Distribution civil work includes-

Trenching/Breaking the civil path from the FDT to the customers’ sides.
Installing main distribution and customers’ drop pipes.
Installation of hand holes (HH)
Installation of FDT cabinet along with its concrete base.
Installation of marker posts at vacant lots.
Installation of protection posts around the FDT.
Asphalting
Milling & paving.

FTTH Fiber work for the Distribution
Pulling fiber cables from FDT to the customers’ TBs/ODBs/OSBs.
Closing the free ducts after completing cables pulling.
Splicing fibers into FDT’s ODF.
Preparation & installation of FAT closures inside HHs.
Splicing fiber cables into FAT closures.
Termination of fibers at TBs/ODBs/OSBs.
Labeling of all cables and FDT cabinet.
Installation of marking plates at customers’ TBs/ODBs/OSBs.
Testing of cables after splicing & termination at customers’ side.

FTTH Point to Point connection
By which the customer is directly connected to the exchange without any feed from the cabinet or by-passing through it. That is used mainly for VIP customers, which is considered as a feeder job either civil or fiber. FTTH job is a combination of 2 interfering and integrating parts, they the OSP and ISP.

In general, the OSP responsibility is to connect from the OLT’s splitter inside the exchange up to the customers’ OTB/ODB/OSB. That could be completely assigned to one contractor or distributed among 3 contractors at most. Its depend upon the telecom operators.


Since the OLT, its related splitters and ODF are installed, commissioned & audit test inside the exchange by the vendor, which is called ISP part. The OLT equipment provides the driving signal to FTTH network and the interface between FTTH network and the outside world (core network).

Once both OSP & ISP jobs are completed and site is handed over to the Home Business Unit (HBU)/ Enterprise Business Unit (EBU), the HBU or EBU will auto activate the FDTs. When the customers apply for service, installation and maintenance team will provide the internal wiring and customer internal unit which is called Optical network Terminal (ONT) which is provided by the same OLTs vendor.


The following are the procedures and instructions that you have to follow after your reception of a new WO:
The earlier you point out the issue, the faster performance you can do.

Make sure that you have received the complete data, BoQs and drawings from the implementation department with contacts of project manager & site engineer.
Review the BoQs carefully to check the whole stated / required items and activities, and match that to the PU stated numbers. If you have any discrepancy, raise it immediately.
Review the whole plans carefully to assure the assigned area of concern.

Vendor must Survey with company site engineer . In the survey you have to note the followings:

Make sure that site is matching to the plan you have.
Check the whole route including the existing manholes (MHs), hand holes (HH), ducts, sub ducts, cables and all related elements of the job (even civil or fiber) as per your plan.
You have to check the inside route through existing ducts & sub ducts from each manhole (MH) and hand hole (HH) to other as per your plan.
Make sure that existing ducts and sub ducts are available & usable (there are free ducts or sub ducts to use for your new job) inside MHs &HHs and no damages or blockages are there. To open such a MH in a main roadyou may get permission from traffic police and coordinate with maintenance team for that.
Check how many vacant lots, finalized built blocks&under construction buildings, inhabited buildings you have on sites with reference to the plan.
If your job is a feeder fiber, check the connectivity inside the exchange if it is directly to the FTTH ODF (the OLT’s ODF) or to another existing ODF. That is to check the specifications of the patch cords that you will need to patch or connect between both ODFs.
At the end of your survey, fill in Pre-Construction Survey Report and sign it along with company site engineer, then submit it to company project manager. In case of any discrepancies found in site which may need (in most cases) a re-design which means (also in most cases), you will list all of required changes in Pre-Construction Survey Report to show whether the cost will exceed 10% of original design cost or not. This form & as-built plan will be submitted after that to design department in order to update the design as per the site real status to modify the cost according to correct site situation which will be the base of calculation when invoicing to avoid any deduction against contractor.
Submit the documents to “related government office” coordination office to apply for permission.

Prepare a time line of implementation of each job you have and assign an expected date to finish the whole job. The contractors’ project manager are required to attend regular meeting with the company FTTH management team to stand on the last update and status of their progress and discuss all encountered issues and problems in sites.

Materials For the FTTH
All fiber jobs’ materials will be provided by telecom company.
Vendor can also order the fiber materials that if vendor will use as per the BoQ and plan.
When vendors receive the materials, check them carefully to assure that you have received the exact items with exact quantities & units as per BOQ request.

Sometimes, it is possible to start the fiber job before getting the civil job permission. It is not better for the company and vendors also.When vendor get the permission, vendor have to start immediately in civil job and fiber job in parallel if possible.


FTTH Work completion as per As-built Drawing
Complete the FTTH connectivity route information for each single customer from the exchange (starting point) till his TB (ending point). Each feeder fiber job has its own drawing sheet that shows the connectivity to each FDT fed by that feeder from the exchange side, i.e. it shows the assigned OLT, splitter, splicing ODF that are connected to each FDT.

Must match fiber plan during the FTTH work for the fiber connectivity. Be-careful with the fiber connectivity drawing may be unique code identifies each element such as OLT, splitter, splicing ODF, FDT and TBs.


In distribution civil job all vacant lots or the lots that are divided into 2 or more separate areas in reality which may be different than plan you have to serve them by civil. Do not leave any vacant lots without connectivity. In distribution fiber job, you have to follow the fiber plan only.

Before trenching for customers’ drops, you should ask them if available where they want their TB to be installed, to avoid any complaint related to TB location afterwards.

Also, you should be careful when trenching or installing HHs besides/along the customers’ sides to avoid any violation against the private properties of any customers which may cause complaints and troubles afterwards that lead to re-do civil job at the affected portion.

Your excavation areas, hand holes (HHs) and manholes (MHs) should be neat and clean. Must use safety around the excavated areas for the HHs/MH. All elements of job such as FDT, cables, joint closures, HHs and MHs should be properly placed cleaned and labeled


After Completing the whole FTTH Job
Assure the complete installation of all TBs with their marking plates at each customer unit

Assure the labeling and tagging for all elements of the job.
Test the connectivity for each customer. Assure that the customer is getting his signal through the correct route.
More signal losses will be unaccepted. Losses limit will be provided by the telecom operator.
Prepare the documents for the pre-audit test or final audit test.
After the completion of testing procedures documents submit to the operation and maintenance team.
Complete the handover takeover procedures as per company guide line.
